Irida Shulku

Irida Shulku is the Deputy Director General of the National Agency for Pre-University Education (AKAP) in Albania, with over 16 years of consolidated experience in the fields of education, institutional development, and policy-making. She holds a four-year degree in English Language (1997–2001) and a second-level Master’s degree in Education from the European University of Tirana.

 

 

In her leadership role at AKAP, Ms. Shulku plays a central part in coordinating national education reforms, with a strong focus on improving the quality of teaching and learning, and on modernizing pedagogical practices in line with international standards. She has served as a lead education expert in the national GovTech project, implemented in partnership with the Ministry of Education and Sports, the National Agency for Information Society (AKSHI), and global institutions such as the World Bank.

 

 

Ms. Shulku also contributes to international education dialogue and development through her work as a board member in key initiatives led by UNDP and the European Observatory on History Teaching (OHTE), an institutional body of the Council of Europe dedicated to monitoring and promoting quality history education across member states. In these roles, she represents Albania in regional and European forums that advance inclusive education, democratic citizenship, and multiperspectivity in teaching history and civic values.

 

 

Her active engagement in both national and international education policy underscores her commitment to building a fair, inclusive, and future-oriented education system. Ms. Shulku regularly participates in international conferences, workshops, and expert groups focused on innovation, equity, and leadership in education.
