The Performance Card is an annual mechanism that assesses the quality of teaching in pre-university education, primarily based on school achievements in national exams and academic competitions.

For years, it has served as a guidance tool for parents in selecting schools for their children. Meanwhile, school leaders use the Performance Card as a starting point for in-depth analysis, supporting the development of the school’s annual plan and objectively evaluating their work.

Schools that demonstrate outstanding achievements in specific indicators can serve as models of best practices.

The Center for School Leadership (CSL), through its training programs, aims to enhance the quality of pre-university education, particularly by improving school leadership processes and fostering the professional development of teaching staff.

According to the 2021 Performance Card for the Tirana Local Education Office, the top 10 ranked schools (for Lower Secondary and Upper Secondary education) are led by 23 school leaders (directors and deputy directors) who have successfully completed the Compulsory Training Program (CTP) for pre-university education leadership at CSL. Additionally, 12 teachers from these schools have been certified as aspiring school leaders.

Furthermore, many school leaders and teachers—both from these top-ranked schools and others—have benefited from CSL’s continuous professional development training.

These indicators demonstrate that school leaders and aspiring leaders, through the implementation of pedagogical leadership techniques, directly influence teaching and learning, fostering organizational norms and behaviors that drive continuous school improvement.

Providing quality education, coupled with appropriate school infrastructure, is an essential investment in the future. It plays a crucial role in employment, social advancement, and contributes to the overall development of society and the country’s economy.
