The 10th Call for Applications for the Compulsory Training Program for Certification of Principals in Pre-University Education Institutions is Now Open

The Center for School Leadership announces the new call for applications for the Compulsory Training Program for Certification of Principals in Pre-University Education Institutions, open to all incumbent principals/vice principals and teachers aspiring to become school principals.
This call is open to incumbent leaders in Lower Secondary and Upper Secondary Pre-University Education Institutions, as well as qualified teachers who are currently working or have previously worked in public or private institutions and aspire to become school leaders.
Before preparing their application documents, interested candidates must ensure they meet the eligibility criteria outlined for candidate selection.
Eligibility Criteria for Incumbent Principals/Vice Principals and Aspiring Leaders:
- Have completed a second-cycle study program in the Republic of Albania or a four-year study program in the field of teaching and have been awarded the corresponding diploma; or
- Have obtained a second-cycle diploma in the field of teaching from an institution abroad and have completed the diploma recognition process at the Center for Educational Services.
- Have work experience as a teacher and hold at least the “Qualified Teacher” certification.
- Have no active disciplinary measures at the time of application.
Application for the Training Program
The required application documents and submission process are outlined below. Candidate data will be collected in compliance with Law No. 9887, dated 10.03.2008, “On the Protection of Personal Data,” as amended.
Required Application Documents:
- Motivation letter from the applicant;
- Applicant’s CV in Europass format; [CV Format]
- A copy of a valid identification document;
- Payment receipt for the application fee of 1,000 ALL, deposited into the bank account of the Center for School Leadership (bank details are available in the Program Fees section: https://www.csl.edu.al/course/tarifat-programit-iap/);
- Official statement on disciplinary measures issued by the employer or the relevant Regional Education Directorate (ZVAP);
- Self-declaration form stating that the applicant has no criminal record; [Self-Declaration Form]
- Development project for the pre-university education institution, based on the National Strategy for the Development of the Pre-University Education System in Albania; [Project Proposal Format]
- Certificates of completed training programs;
- Copies of university diplomas, official transcripts, and professional licensing certificates;
- Copies of qualification category and foreign language proficiency certificate;
- Recommendation letter from the institution’s leader. If the applicant is not currently employed, the recommendation letter must be obtained from their most recent employer in the education sector.
Note: Notarization of documents is not required; copies are sufficient.

Application Deadline and Evaluation Procedure
Applications will be accepted from November 1 – 30, 2024.
The applications will be reviewed by the Candidate Evaluation Committee, based on the categories and scoring criteria set forth in the regulation “On the Professional Development and Qualification of Principals/Vice Principals of Pre-University Education Institutions in Albania.”
The Center for School Leadership is responsible for organizing the evaluation, admission, and enrollment process for incumbent leaders into the training program, in accordance with the regulation “On the Professional Development and Qualification of Principals/Vice Principals of Pre-University Education Institutions in Albania,” approved by the Center’s Governing Board.
Candidates who successfully pass the selection process and are admitted to the training program will be notified by the Center for School Leadership regarding their training schedule and enrollment period.
The training program is conducted part-time, without requiring leave from work. Upon completion of the program, participants must undergo an assessment to obtain the official certification required for leadership positions in pre-university education institutions.
If an incumbent principal loses their leadership position between the time of application and enrollment in the Compulsory Training Program for Certification of Principals in Pre-University Education Institutions, they retain the right to continue the program as an aspiring leader in the pre-university education system.
