Program Manager for Pre-School Education System

“The Center for School Leadership” has been established as a result of cooperation between the Albanian- American Development Foundation (AADF) and the Ministry of Education, Sport and Youth (MoESY) aiming to support the professional development of in-service and aspiring principals/ vice-principals of public or private pre-university  educational institutions,  by administering the compulsory  training,  certification  process and provide on-the-job continuous  professional  development  training. The end goal of this center is to provide schools with well-equipped leaders, positively affect the school environment and directly increase the quality of education.

 

Basic Purpose:

 

The Center for School Leadership is looking for a Program Manager who will be primarily responsible  for the management and implementation of Compulsory Training Program (CTP)  for Pre-school education system.

 

Main Duties and Responsibilities:

 

  • Develop, lead, manage and implement the process of Compulsory Training Program (CTP)  for Pre-School Ecuation program for in-service principals/ vice-principals and pre-school teachers.
  • Collaborate with the Directorate General for Kindergarden and Nursery at the Municipality of Tirana and MAS  for the quality managment of the program.
  • Responsible for programing, implementation, and certification process of CTP for Pre-school.
  • Responsible for planning the calls for applications by participants, publications, evaluation committees, selection process and notification of applicant’s status.
  • Responsible for the annual working plan for CTP program for Pre-School, coordination of the plans with each party involved.
  • Responsible for drafting and follow up the contract agreements with trainers, coordinators, individual trainers, mentors, participants, and training providers.
  • Responsible to identify and select local and international trainers/ coaches & mentors for each cohort.
  • Manage relationship with main stakeholders of the program. Organize workshops or other events when needed.
  • Close collaboration with M&E; provide recommendations on how to improve the program.
  • Responsible for drafting the budget for the compulsory training program for pre-school and monitoring the expenses. Monitor project expenses towards defined budget.
  • Responsible for Testing and certification process (organizations, paperwork, implementation).
  • Responsible for management of Bank of Questions (BQ) and updates it in each Cohort in close collaboration with trainers, validating the BQ and adding them to the TestGen software.
  • Responsible for Appealing process and all its elements deriving from the certification process.
  • Responsible for Participants Project delivery, presentation, and evaluation during each end of Cohort.
  • Manage project scope and deal with all escalating issues derived during the implementation of CTP Program for Pre-School.
  • Maintain relationships with third party consultants and training providers.
  • Responsible for preparing quality reports related to CTP for Pre-School activities reporting, board meetings and any other report required.

 

 

 

Required Qualifications and Competencies:

 

  • Master’s degree (PhD would be an asset) in Social Sciences.
  • More than 5 years of working experience in Project/Program Management (work experience in the field of pre-school education would be an advantage).
  • Very good communication, organization, and presentation skills.
  • Ability to work independently.
  • Fluency in English.
  • Computer skills including MS Office.
  • Solid ethics.
  • Good understanding of institutional settings in the public sector, working experience, and background in pre-school education institutions is considered an advantage.
