POSITION (full- time): Research and Development Manager
“The Center for School Leadership” has been established as result of cooperation between Albanian-American Development Foundation (AADF) and Ministry of Education, Sport and Youth (MoESY) aiming to support the professional development of in-service and aspiring principals/ vice principals of public or private pre-university educational institutions, by administering the compulsory training, certification process and provide on-the-job continuous professional development training.
The end goal of this center is to provide schools with well-equipped leaders, positively affect school environment and directly increase the quality of education.
Main tasks of CSL are to:
- Develop, lead and monitor the process of initial training for in-service principals/ vice-principals and aspiring principals;
- Conduct testing process and equip all qualified candidates with a valid certification in order to be eligible for a school leadership position;
- Collaborate and coordinate with other educational institutions in Albania to improve school leadership policy and standards;
- Periodically assess needs for training and offer continuous professional development courses for school principals;
- Lead and develop scientific research for school principal professional development and conduct relevant studies on the field;
- Develop projects that supports the quality of the service delivery in the pre-higher education institutions in Albania;
- Facilitate collaboration with similar international institutions.
BASIC PURPOSE:
The Research and Development Manager must be professional with great analytical, data management skills, as well as time-management and multitasking skills.
RESPONSIBILITIES:
- Drive the Research agenda and elaborate new development projects that fit within the overall strategic framework of CSL;
- Responsible for the preparation of high-quality proposals;
- Review compulsory training and research to help develop ideas that will improve the impact ongoing. Collaborate with partners in Israel;
- Monitor and evaluate the compulsory training cohorts offered by several training providers, utilising tools such as pre-post tests and other ongoing test as needed;
- Deliver final evaluation and M&E reports of the compulsory training cohorts offered by several training providers per each semester with collaboration of the project manager and other staff;
- Develop effective CPD curricula in collaboration with Project Manager, and international and local experts;
- Create and lead the evaluation team for the final evaluation of the training program;
- Design and develop needs assessment for the needs of teachers and principals in preschool system;
- Select and drive the hiring process for consultants or other relevant staff;
- Drive the certification process and review the work of international experts and local partners;
- Develop effective CPD curricula in collaboration with international and local experts;
- Collaborate cross functionally and develop stakeholder meetings to deliver research deep dives when requested;
- Organize (and participate) in International conferences focused on Education or Educational leadership and represent CSL, sharing program findings;

- Work closely with Project Managers to establish clear and measurable impact indicators for new and existing projects;
- Coordinate communication and collaboration with government offices and other various stakeholders;
- Perform any other duties as may be required.
KNOWLEDGE AND EXPERIENCE:
- Master’s Degree in a related field (PhD Degree would be an asset);
- More than 5 years working experience in Project Evaluation, with at least 3 years of relevant work experience in the field of education;
- At least 2 years of working experience in Management/ Project development or Programmatic expansion;
- Excellent research and analytical skills, writing experience is a must; inclusive of software fluency to support data collection, data analyses and data visualisation such as: Tablo, Power B, SPSS, STATA, Python, R-studio etc.
- Excellent communication and presentation skills, inclusive of software fluency to support presentations;
- Ability to synthesize ambiguous concepts and/or data that develop meaningful conclusions and insights;
- Solid organizational skills including attention to detail and multi-tasking skills;
- Fluency in written and spoken English;
- Integrity, strong professionalism and solid ethics;
- Knowledge and understanding of the institutional settings in the public sector.
