Position: Finance and Administration Manager

As part of the Education sector portfolio, AADF is currently implementing the Center for School
Leadership (CSL) project with the aim to train and certify in-service school principals/ vice principals
and aspiring principals with adequate skills and knowledge of school leadership.
In October 2018, AADF and the Ministry of Education, Sport, and Youth (MoESY) founded the Center
for School Leadership through a joint agreement, and in 2019 CSL started the first cohort of the
compulsory training program. CSL has trained about 800 in-service and aspiring principals and the
fifth cohort is in process with 300 new participants that are attending the program provided in Tirana,
Durres, Elbasan, Korca, and Shkodra.

The Center for School Leadership is developed based on the successful model of the Avney Rosha
Institute in Israel, for the training and certification of the principals of Pre-University Education
Institutions (PUEI). It is tailored to the latest needs and standards of the PUEI principals in Albania,
aiming to train the current school principals and aspiring principals through a training program that
is recognized by the Albanian Law on Pre-higher Education and accredited by the Ministry of
Education.

The Center for School Leadership is focused mainly on the following activities:

• Professional development related to leadership and managerial skills of all in-service and
aspiring school principals of public and private educational institutions of the Pre-higher
education system in Albania;
• Administration of the certification process for all participants in the compulsory training
program;
• Continuous professional development modules on other related areas;
• Develop projects that support the quality of pre-higher education institutions in Albania.

Main responsibilities include, but are not limited to, the following:
– Develop the budget of CSL, coordinate the activities for the budgeting process, controls, and
budget implementation reporting;
– Ensure timely and accurate analysis of budgets and financial reports in order to assist the
CEO and the BoD in performing their responsibilities;
– Improve continuously the budgeting process through the orientation of managers on
financial issues affecting department budgets;

– Ensure a reliable cash flow projection process;
– Maintain accounting, timely preparation, and submission of financial statements;
– Keep and update accounting records ensuring the accuracy and timely entry of the
accounting records;
– Ensure that complete and accurate description of transactions is entered and proper coding
as per budget line;
– Verify, allocate, post, and reconcile accounts payable, receivable, and bank accounts;
– Review thoroughly the balance sheet/control accounts reconciliation and ensure the
balances reported in the financial statements are complete and accurate;
– Sign off the financial statements and other financial reporting;
– Optimize the handling of bank and deposit relationships;
– Preparation of timely financial reports, as required by the CEO;
– Analyze financial information, produce error-free accounting reports, and present their
results;
– Take the lead in recommending improvements to accounting/transaction processes of the
CSL;
– Provide analysis and advice to the CEO on the potential implications of proposed changes in
accounting and fiscal rules/policies and legislation;
– Develop and document business processes and accounting policies to maintain and
strengthen internal controls ensuring compliance with the applicable legislation;
– Perform all tax calculations and relevant filing at the tax office related to the CSL activity
and the employees;
– Monitor the performance of the fiscal compliance function, and develop financial and tax
strategies, to ensure an optimal fiscal burden for the CSL;
– Undertake tasks related to HR such as managing and facilitating the payroll, maintenance
of Employees files and records with regard to contracts, personal information, leave days,
etc.;
– Manage procurement processes according to the internal procedures of CSL;
– Advice from the financial perspective on any contracts into which the CSL may enter;
– Handle sensitive and confidential information with discretion;
– Perform any other duties as may be required in the relevant area of expertise.

Required qualifications and competencies:

– A bachelor’s degree in Finance or Accounting (Master’s degree and internationally
acknowledged certificate in accounting is an advantage;
– At least 7 years of relevant work experience in the financial or accounting field;
– Very good English communication skills both written and verbal;
– Have a comprehensive understanding of financial services functions and a high level of
general accounting knowledge and experience;
– Strong knowledge of financial accounting statements and general ledger functions;
– Experience with accounting software for data entries and accounting system reporting;
– Proficiency with spreadsheets and databases and aptitude for numbers and quantitative
skills;
– A fast and highly accurate level of accounting data entry and analysis;
– Organizational skills, strong problem-solving, and the ability to exercise sound judgment and
make decisions based on accurate and timely analyses;
– Excellent strategic planning skills;
– Ability to plan, manage and follow through on assignments and communicate at all levels of
the organization;
– Demonstrated ability to handle confidential information in a sensitive and tactful manner;
– Ability to multi-task, work under pressure and meet deadlines required;
– High level of integrity and dependability with a strong sense of urgency and results
orientation;
– Ability to create a work ethic-promoting work environment;
– MS Office proficiency is essential.
